You have to win the Nurburgring 24 hour race. It's not that hard - make sure your car is good enough to win then leave it on B-spec mode all night. Well, that's the cheaty way. You should try it on A-spec!

Nope. The B-spec driver takes on fuel automatically. You don't have to do anything on B-spec, although it does cost you a few seconds if you don't press anything during a pitstop.
