@Hotmanlion12 there's a good reason for that. he took the fall for the deaths because as the batman, he is able to do what best for the people, even if he doesnt look like the good guy. harvey however, was gothams shining beacon of hope for the future. if gotham knew that the joker had managed to twist him, the city would have fallen into despair, and crime would have gone through the roof. all that being said, harvey was an image for gotham to aspire to, while batman is a symbol against evil.
