ok you probably have the folder name different from the Character def file. If the char def file is "Peter.def", then the folder name must be equal to "Peter", if the def file name is "PeterGriffin", then the folder must be called "PeterGriffin". Several characters available for download also provide support for DOS as well as Windows, and typically include the files like this:

"Peter-W.def"

"Peter-D.def"

Make sure that the folder is named after the appropiate mugen version you are running.

Google up Mugen, you'll find a game called WinMugen, or something.

And so you don't ask, to add characters, you download a character, put the folder in the 'chars' folder, and go to the data folder. Find the Select.def file and open it. Scroll down to where it says "Place Characters Here" and place the EXACT NAME of the folder of your character. 'Voila, new character. ;)
