@MrShep3006, I don't know if you have idea of Kigali City Masterplan... Kigali size(sq m) has been upgraded and this will enable to built houses for all revenues categories. I have example for you, in Paris there are 20 Districts and suburbs.The persons who leave in 8/7/6 Districts have higher income than people who leave 19/20 districts. It will be the same, Kigali city will have premium district for high income and suburbs and some districts for middle and low income. hope this help!
