It doesn't make much sense, but it's the way they established his strength level in the comics. But you're right, it's still stupid. Even worse is that Rhino (who's fought the Hulk several times and is by far the strongest of the group) couldn't break out of the shackles. In fact, if Kingpin could break out, Doc Ock and Scorpion should have been able to do it too.
