The song is focused on God. I don't see the argument bluesmann8 on how it is focused on man. It is a prayer for God to take control and rain down (as during Pentecost). A prayer for revival & acknowledgment that without the Holy Spirit & of course the salvation of Jesus Christ you can not bless God properly. The most righteous deeds done are dirty rags before the Lord. The disciples of Jesus were filled with what Paul refers to as "Christ in us, the hope of Glory" if I can recall the passage.

If there isn't an experience that manifests then faith is not present because it's the doorway for God to move.
