The V.A.T.S. system is a part of the PipBoy 3000, the thing on your player's arm. How it works I'm not really sure, but it assists the wearer in targeting specific parts of the enemy's body.

you can shoot normally but it doesnt do as much damage but VATS stops the game, can pick specific parts to shoot and then press accept and then your character shoots in slow motion

@TaylorLautnerlover86 i once found a giant radscorpion near the anchorage memorial surrounded my giant ant corpses. it showed him as a friendly blip and he didnt attack me. i didnt wanna get too close to him but he could see me cause every time i moved he rotated to see me. i called him mister stingy and we had a conversation. then i left him to his business and met uncle leo and realized i meet alot of friendly ugly people O_o or uh...mutated scorpions and...super mutants. whatever.
