Councilor Devaney appears to be trying to get the Watertown Council to comply with state and city rules. In Cambridge there is a similar problem but no councilor seems to care that the City Council violates its own rules and state laws regularly. Ther arrogance of City Councilors makes them believe that they are above the laws.
She may be rude but she knows what she's talking about.
