SA-MP works with the original version of vice city not the moded one you have to unninstal the starman mod or download the original full version ;)

You need to install VC_MP in the Exact same file as vc-exe, Not another folder inside it. vc_mp has to be with vc-exe

instal vc-mp into same directory as your vice city is, not a subfolder.
