the incomplete hip extension is a non issue here, hip DRIVE is the important part.
completely opening the hip from where he stops does nothing but push the bar backwards, not up. so, theres no resistance from gravity, making it pointless- but it does make it really hard to keep the bar on his back, causing him possibly to drop it.
I have seen girls with down syndrome squat better (and with waaaaay more weight that that).
