Well put...hope everyone understands now. The Exchange is a "market place" where anyone who qualifies can buy a group or individual insurance policy, issued by well known insurers, like Well Point, Blue Cross and others. It would be up to the issuer to make policies around who they will insurer and who they won't. Not this piece of legislation.
