Perpetual motion machines, by definition, make more energy than they consume to operate. The net result should be that it continues to speed up or produce more energy than it can use.

Also the efficiency of the system would preclude any audible sound being made as sound is energy vibrating the air. Thus it is wasted energy.

Theoretically a system that is 100% or more efficient is impossible.
