The only thing I added was that if we find that one sex is significantly more likely to suffer abuse than the other and are able to better prove that such is the case, then having resources rationed proportionally would make better sense.

That would be unfair because the men who needed the resources would be receiving half-ass help. That, more than anything, implies that one sex is more deserving than the other (in this scenario, it would be women), because if we didn't ration to fit reality, one sex would likely receive better care than the other.
