Nah the Bleep Machine is a 40106 oscillator running through Freq divider. The fundamental and sub-octave frequencies are running through a sequential switch whose outputs are mixed together evenly.
It's a heck of alot less complex by using a VCO modulated by a stepped voltage to get the same effect.
