High quality soba noodles have a strong buckwheat smell and they are more expensive. From experience, they are made in Japan. Korean and Chinese soba have a lot more wheat than buckwheat, which makes for a quite different experience. This is what I have seen in local stores.

Soba noodles are significantly thicker and have a very soft bite to them as opposed to the Korean buckwheat noodles which are usually much thinner and very very chewy. You must try it the real way~

I've made these before and you can add something besides sugar if you want something that is more healthy. I try and sweeten everything I eat with naturally sweet fruits or vegetables and it tastes delicious :D
