Nope. Most of biological technology is petri dish stuff. Even now there are companies that can supply you with a DNA sequence of your choice or put fluorescent genes in the bacteria you want, etc. There is little indication that once available genetic therapy will be prohibitively expensive.

I think its all possible yes, but to say that it will all happen and be available to everyone is a lil' optimistic.
