@radbrent: At 2:14, you can see the Virginia Street Bridge. The camera is facing southeast, which would place this shot at the alley between Virginia & Sierra St. parallel to the Truckee River on the north side.
The rest of the footage I find hard to identify the exact locations. I think some of this was shot near Wingfield Park, which was flooded that day. I believe the swing set was on the west side of Arlington (then named Chestnut St.) on the south side of the river. Anyone have more info?

This flood actually took place on March 25, 1928, when an early spring snowstorm turned to rain the night before this, which melted the snowpack.
