I think there are two divisions: The regular contest for older contestants, and the Young Lions for entrants under 28/30. These guys are probably from the regular division.

At 1:57 it says "Gain Some Seniority. Win The Young Lions Competition."
At 2:02 the video shows the real winners from 2008, helpfully marked BRUNO and ARIEL.
Before and after this, the video depicts the COMEDY version of Bruno and Ariel, who have gained SO MUCH seniority by winning last year's contest that they have actually aged 30 years.
