Actually America "made" the best capacitors back in the day. There are only a handful of mfg's in America and non of which are making caps for your motherboard.
Basically Rubycon and Nichicon are what you want to see on your board.
I can name two of them off the top of head. One is called American Capacitor Corporation and the other is Duracap. Of course, neither of these will be found in a general purpose computers or embedded systems. The capacitors that those two companies make are for industrial grade electronics.

I'm not saying that all of China products are low quality, but they don't seem to care much about it. As long as they are making big profits it's not a problem for them. I'm sure if China put the same measures they have on babies milk maybe things would change. Hopefully some of these bad capacitors will make it back into their own products. I've already seen some solid state caps blow.. sad

Another way to know if your caps are Japanese: recognize the brands and their logos.
Matsushita, a.k.a. Panasonic
Rubycon
Nichicon
Nippon Industries
Nippon Chemi-con
Elna
Sanyo
And, buying your computer parts from reputable companies isn't always a guarantee that the product you'll buy from them will have Japanese capacitors.
About the only non-Japanese capacitor manufacturer I'd trust would be Jamicon as they use electrolyte sourced from a Japanese manufacturer.

E-machines and Gateways are notorious for using cheap caps. Ever had a PC die when you heard a loud pop? Chances are that was a cap exploding.
