Well regulated in the time the amendment was written meant well armed and well trained. A .338 Lapua Mag rifle is pretty powerful so they are well armed and he hit the tank so he is well trained. Seems well regulated to me.

@CalvinChabot The lapua does have more balls than that with the proper bullet. speed gains nothing when it comes to penetration without a bullet strong enough to handle that speed. one of the wooleigh FMJ's would be through and through, and well into the ground beyond.

Indeed even a 50 cal round with a poor bullet cannot do it. If you use armor piercing rounds even a 330 Win mag or a 357 sig pistol round can do it.
