John Clees is clearly a Goon Show fan. The character, the voice and most of the "Annie Elk" dialog, including the cough and the entire "my theory, this is what it is" bit, are lifted from Peter Sellers, who created them in the original radio show. Still funny, after all these years...

The beginning always cracks me up with the dramatic music, the word "THRUST" plastered over the screen with huge letters and the highly confused look on Cleese's face. Of course, this is a classic skit in every way. Chapman's trying so hard not to laugh.
