This was a conversion from 96KHz to 22.050Hz (as with all youtube videos). During this conversion the volume maintains the dynamic range and sounds somewhat quiet. This is a good thing when running high frequency because it broadens the dynamic range. People experience this when ripping a DVD movie at 48KHz to something like divx at 44.1KHz. So normalization is required to fix it.
