To put it shortly Gin starts of talking about that they are singing while there is so much going on in the Court of Pure Souls. Hinamori states that this is true and that they don't have time for this.

Hitsugaya: Hinamori still has a misunderstanding with me. And its your fault *glares at Gin*

Gin: Well then, lets settle things *gets ready to draw his sword* Hinamori-chan what will we do?

They've just finished a song before this scene, so Gin's comment at the start about the rules of Seireitei and Hinamori's about "This isn't the kind of thing we should be doing right now" kinda relates to that.

Then Hitsugaya complains and blames Gin. Gin offers to draw his sword on Hinamori, and Hinamori reaches for her weapon. Hitsugaya tells her not to draw because its an order violation. (Meirei ihan) That's the trigger word for Gin's song, so he goes "It's not that big a deal!" then sings.

They had just been singing "Bengara Koshi". Hitsugaya says that it's Gin's fault that Hinamori misunderstood him. Gin asks Hinamori if she wants to fight, Hitsugaya tells Hinamori to stop, that it's an order violation. Gin goes into song asking basically "do you know where the truth is?" then points to his head saying "Here, only here". Hitsugaya tells him to shut up, then calls him an idiot for randomly singing. They prepare to fight, Hinamori stops Hitsugaya saying it's an order violation.

Gin goes into song again, singing the same thing about knowing where the truth is. Hitsugaya tells him to shut up again. Hinamori says "Shirou-chan, I still don't know what to do" and walks off. Hitsugaya gets mad, calls Kira and wants him to shut Gin up. Kira says he can't. Hitsugaya says he's taichou and Kira is fukutaichou and thus must listen. Kira says he can't, since it's an order violation (the trigger phrase) and Gin sings again. Hitsugaya gets mad and walks off, aggrivated.

Gin notices Hitsugaya gone and Kira shaking then asks Kira what's wrong. Kira said he accidentally said the trigger phrase. Gin says "If you keep shaking then I can't count on you" Kira is sad, straightens out and says "Ichimaru-taichou". Gin then walks over, places his hand on him and says "I'm lying" then shouts out "Keep up the good work!" as he leaves. What you don't see is right after this, Kira falls over in relief xD and said that the situation was scary.

As for Hitsu and Kira - well, Hitsugaya doesn't know what to do with Gin and calls for Kira. When Kira arrives Hitsugaya tells him to deal with that man. Kira doesn't seem to agree, so Hitsugaya explains: "I am a taichou. You are a fukutaichou. Right? I am more graded than you, so you have to follow my orders. I order you to deal with him". And that's when Kira refuses still, telling he couldn't do it even if it were an "order violation". Well, and then Gin begins to sing once again.
