And since I know you're going to argue anyway, here's the rule change as of 2009:

"A player who receives the ball while he is progressing or upon completion of a dribble, may take two steps in coming to a stop, passing or shooting the ball."

And although this was not until 2009, it had always been generally accepted practice to not call the travel. Sometimes they did though, and it would be so confusing lol.
