Well its certainly a steelhead; a good one. Not sure about 20 lbs, but 38 x 24 is getting close to that. Thanks for releasing it. Tell you what; If you read some studies that illustrate all the @#$% they have to overcome just to get to the pool you are fishing in, I gaurantee you will hold them as if they are made from porcelin.
@bocephus3006 Yes, this I'm aware of. However the fish in video I do not believe is a steelhead, but rather a salmon. I know they are all salmoniods along with most trout, but the game warden won't buy that line if you say, "oh I thought it was a steelhead and they are all salmonoids"! You will still get a fine for catching a salmon. Know how to correctly identify your catch, and don't remove it from the water until you do. That is the way of a sportsman.

That's definitely a beautiful fish but you shouldn't let them thrash themselves on the dirt like that. It rubs off their slime and that can kill them. I can see that you care about these fish which is great and I think you should invest in making a HAT CAMERA. It's very easy and you can get awesome footage of your fish without having to give up an arm to hold a camera. You can find how-to videos on youtube.
