This was deliberate - I bet the instructor said something like 'do you want athrilling landing or a boring one?' and the student opted for the former...

Watch his hands at the start of the video and he flies in on half brakes....then 20 feet above the ground he lets the toggles back up and the canopy surges forward...it doesnt have time to slow down again when he re flares to try and land...which is why it doesnt slow down much!
Rubbish, he intentionally induced the surge to give himself a more powerful flare and it DID slow down. Many instructors do this. You can see a totally horizontal plane out at the end, about 1ft too low, which is one reason why students are told to get their legs up on landing.

Sounds like its quite windy and there was nothing wrong with that landing.
Theres no specific regulation stating that landings have to be picture perfect (especially with strong winds).
