I interpret it as rules refering to the laws of science that engineers are applying to everyday life. We the engineers, create a world in which things are ruled by our understanding of engineering.

Engineering as we know it has it's roots in protecting the public's interest and ensuring that human activities respect the laws of the land. Sounds a lot like the job description of a responsible ruler to me.
If you dislike ERTW, perhaps you might modify the acronym to Eager and Ready To Work..... and scrap the servitude bologna.

I think this misses the point, ERTW is just a silly thing people say in school to promote 'esprit de corp'. It's about having a fun rivalry between faculties to make university more fun.
No one honestly takes this stuff off campus.
Perhaps you are also against cheering for sports teams?
EWB does a lot of good, though they could stand to have more actual engineers involved, but I think you've missed it here, this isn't a real issue.
As an engineering student, I think this is a mostly harmless statement. Neither myself nor most of my classmates actually think we rule the world -- though there are some (as there always are) who are dense enough to think that they actually know anything. We scrawl it everywhere, but it's not like we actually wear a cape and claim to be a hero (nor would we actually believe it if we did).
I do think Engineers, as humans, should strive to rule -- as in dominate, control -- the world. I mean, humanity is generally urbanized rather than nomadic, which seems like a desire to cultivate the world, and to rule it. It is a desire that has existed since the earliest civilizations.
I understand where this guy is coming from, but it seems like the usual EWB pretentiousness... I don't think people who scrawl "SSRTW" (Social Sciences Rule the World) or "SRTW" (Science..) really believe that their fields are the be-all and end-all. Although, I will admit that there is a lot of "oh, they're not REAL science, they're no use" in Engineering -- but this just seems like the product of immaturity, not field of study.

In a sense, engineers do indeed rule the world. Look around you, everything that is not natural (i.e. everything) has been made by engineers.
