It certainly is not legal in any civilized part of the country, but it may be allowed in the hick filled areas of the southern US as well as parts of Alaska that have a lot of snow. Mods like this are typically "off road use only" and are allowed to travel up to 100 yards on public roads or some similar regulations.

smart cars are a front wheel drive rig but they can be rear wheel converted, but if this one isnt then it would need tracks on the front then it would be really awesome
