yeah, but the collective mass and weight of the people inside the bus would help keep it from being blown away. If they got off the bus, they would be pelted by hail which may injure them as the winds are strong, or they may be picked up by the tornado itself.

The bus with all of the people in it stopped the bux from being swept away. I don't know about you, but I'd rather stay in the bus which would flip over and live, than go outside and have a lesser chance of survival.
