Article 19 has raised concern over both the Irish blasphemy law and the proposed International defamation of religion law. Intl human rights standards should protect individuals/groups on the basis of their religion/ethnicity and not protect religions per se. Constituting defamation of religion in international law or domestic legislation distorts and undermines existing international human rights protection of both the right to freedom of expression and the right to equality.
