the reason why we have mall cops that carry hand gun or shotgun is because we lack regular police officers in every city and towns. the country cannot provide the salary for regular police officers to work and put their lives in the line because of how poor the country is. We don't even have life insurance there for law officers and thus security guards are the only people who are willing to take the job so they can at least provide for their family.
