The sales tax was an increase at the time, the extension IS therefore an ongoing tax raise. There is another comment on here by a statistician also, what you both fail to get from this film is that ultimately, all these "State County & City problems", are OKLAHOMA PROBLEMS...a much higher priority than basketball. This is the valid point that you obviously missed. The Mayor was the highest profile politician supporting this so he became the metaphorical political target to an OKLAHOMA problem.
