If you're talking about Sasuke that might not be entirely true. When he's 12, yeah Itachi owns. But over the time skip with Orochimaru, Sasuke gets incredibly strong, enough to negate Orochimaru's power to try and take over his body, something Itachi did himself... But I won't give anything away. Either Uchiha is undetermined as stronger at the moment.
