The next question would have been to ask her what are "vital US interests" to find out how not-abstract those are. I think she's reliant upon identifying abstraction in your questions because there's nothing but abstraction in her answers. Protecting foreigners isn't abstract and it's easy to exemplify. To pull her actual answer in this interview out like a toothache: Yes, protecting foreigners IS the responsibility of the federal government provided the right bureaucrat thinks it is.
