Yes most people view it as a sound reducer. In all reality, it doesn't reduce any sound at all but just redirects it.
The more specific purpose of the plexiglass shield is to isolate the drum microphones so the sound engineers can get a better sound.
This goes both ways.. It contains the drum sounds (not to reduce the volume) but to reduce the "bleed-over" of the drum sounds into other microphones.
This process gives a high quality sound if the sound guy knows what hes doing.
