@firemage928: Yeah. After you get through the Lamaken Desert, the bridge to Vault should be fixed. so you are able to go back to Bilibin and Kolima.

Yes, but it isn't really vital to the story if you don't. It is, more or less, a side mission.

There are round rocks that block your path. Use lift and then they float in the air until you exit.
