One of my yorkies does that to - Rascal' pants just like that. But my other yorkie, Rico doesn't, it just sticks straight out and dangles -but that might be because his tongue is abnormally long, especially for a yorkie.

I don't like when mine does that I get worried cuz it sometimes happens even when he's not active. I give him fresh air (outside)and water and he stops..

Yeah, it probably just means he's thirsty. Claire does it when she's nervous sometimes too.

Actually, panting is usually caused by two thing-

anxiety,

also it's how they sweat. Dogs dont sweat like humans.
