The music is from SatAM. That song--most remembered as the version done by The Noisy Neighbors--is SatAM's theme and most likely would've been the theme for Sonic Mars/Sonic 16, which was the undecided title for the now-forever-to-be-unfinished SatAM game made by Sega Technical Institute, the same people who collaborated with Sonic Team to create Sonic 2 and all other 90's Sonic games.
