I'm against the excise tax, too, but Kucinich shouldn't have implied that it's directly on workers.

The insurers would have to pay the excise tax on high-premium plans, which would make high-premium plans less profitable, then the insurers would drop those plans, and then workers would have bigger co-pays with cheaper plans.
