Because tap and well water have minerals, like chlorine and fluoride. It's the mix of minerals and H2O that makes water conductive.

@KayBeeEee1983 They looked at the history of the tank, and then they discovered what had happened with it. Then they used another tank, did the same as what they thought had happened with the real one, and it also exploded. So they knew it really was the cause of the explosion.

@baileys60 Oxygen, by itself, can't ignite. There needs to be a fuel source. Google "is oxygen flammable".
Similarly, pure H2O doesn't conduct electricity. There needs to be dissolved minerals. Google "is water conductive".
