Mr. Barr, the reason we have not drilled off shore is because spills do happen. There are hundreds of oil well spills every year. The oil spilled after Katrina was almost as much as the 1969 California oil spill that brought about the ban in the first place. 44 oil rigs were sunk. We were fortunate that it stayed out in the Gulf. Why play Russian roulette with costal cities just to get enoungh oil that would be equal to raising the auto fuel standards by a mile per gallon.

Opening up ANWAR is just more govt. intervention. At the most it's just a temporary fix to our energy problems. The demand for oil is rising globally. The Fed would have to force the oil companies drilling in ANWAR to sell only to US citizens versus selling to every buyer i.e. China and India. In reality, there is a moratorium on drilling in certain coastal areas. Other areas are not only open to drilling but leases and drilling permits have already been issued.

And they are not being drilled.

Since the air we all breathe is a good that we all have to use and share (there's no way to divide it into individual property like most things), I think you should have to pay a certain amount in exchange for degrading the quality of it.

B. if there IS any net increase in revenue caused by the "pollution credit", it should go to the people, NOT the gov't, and C. there should be no built-in increases in cost and decreases in the amount of pollution allowed. Companies and individuals that learn to pollute less over time should be rewarded.

I am undecided on whether companies should be allowed to sell extra credits to other companies, but I certainly prefer that to making other companies pay the government for extra credits.
