@CharlieSceneHitman Theres a few theories on that; the popular one is that Roy did so to further his own career and keep the corruption going.

Another reason, and one that I believe, is that Roy ratted Cole out to protect him from Mickey Cohen and the other drug lords. Cole was in a personal crusade to stop the drug trade, and when he started to become an actual threat, Cole's personal safety was in danger. This was an underhanded ploy to counter Cole's naievte.
