I think your allowed on any road as long as its not a Dual carridge way or motorway. When I had my scooter that could only do 31mph I use to always go over may mates house and I had to go down 40mph and 60mph roads. You could always de-restrict your scooter, if its a 2-stroke and you are 17 or older, then you will be able to do 45mph+
