I was confused on that ruling...Also thanks for the Soul Exchange Ruling..I used it against my friends Monarchs and he was pissed he couldn't attack Compulsary for the win.

Lone Silver Wind's 2 non-tuner effect is only for Synchro summon.

Vayu 'special summons' an Synchro monster, not Synchro Summon. Do not get confused by the anime. There is nothing as "Graveyard Tuning"

As Vayu just special summon Lone, not Synchro summon, It can bypass the 2 non-tuner requirement
