I think the atmosphere of a world unknown and unexplored is what makes the One Piece world so appealing, not lawlessness.

I read the mangas online, and i think it's the period in witch each story is at right now that makes the difference between them. Naruto is going through it's boring phase right before the ending, and One Piece has the new beginning thrill at the manga and the agony-about-what's-gonna-happe­n at the anime. So, yeah, right now, the best one is One Piece, if you ask me.
