I think it's an idea, but I am not so sure I can support this. I think it's designed to increase capital retention rates, which are horrible here. But if you're not careful with this type of taxation, you'll wind up with people buying Fancy Feast or Purina to avoid paying taxes.

Well, fancy feast and purina are a bit pricier than nutritional human meals. Prebates for the poor would ensure that cat food would be a culinary choice rather than budgetary. But that aside, spending rates among american consumers are not really healthy to the consumers.  A little discretionary spending would go a long way towards avoiding personal debt.

I understand that the true definition of progressive taxation does not fit, please don't argue semantics with me.
