Speed metal is stuff like Motorhead, Accept, Venom, 'Kill 'Em All'-era Metallica, some early stuff by Megadeth. The genre never really took off, but it was greatly influential towards power and thrash metal. Dragonforce doesn't sound like any of them.

Genres do have objective definitions, even if they are rather loose. Dragonforce is (very bad) power metal that uses blastbeats, a technique taken from black metal. Hell, Tarot sounds more like a speed metal band than Dragonforce.

Speed metal carries a lot of punk influence with it. Dragonforce does not have any large amounts of punk influence.

This is probably one of Tarot's only symphonic sounding songs, and the symphonic elements aren't exactly prominent. Tarot is heavy metal with heavy riffs and Tarot themselves saying they are heavy metal. Not power metal and without a doubt NOT symphonic metal. Except for this song to an extent.
