I don't know the name of this art, but it looks similar to wing chun and it's derivates.

It called KOPPO (Bone Method/Principle). There are different schools (ryuha) but this is Horibe's version which is usually referred to as KENKA KOPPO (Fighting Koppo)or KENKA-GEI KOPPO (Fighting Art/skill Koppo)
