a safe area could be any area that cannot be pierced by advanced weaponry (not just nukes, i am talking like special crud if its even real) and that cannot be easily breached (by advanced means)

The guy seemed very nervous,this could be because he may not be lying. The gov has too many secrets thats for sure.The fact that he got cut off and/or the isp was cut from the show suggests also that he may be telling the truth. His nervousness seems genuine. Funny the same thing happens when looking up stuff about the FEMA trains and concentration camps (many with huge ovens).
