After windows 2000 they started to introduce a LOT of hacks to give you "first impression" it has booted, but in the reality it will load and load and load crap minutes after the start. This has nothing to do with IO buffers as many programs will have delays till all is loaded.
Load windows and start watching hard drive. The moment it stopped blinking you have it loaded.Cheatin

Do the same video again until the system is in an "usable"state after you paused the timer you could have clicked somehtign n waited for 20 seconds to get results.
After Windows shows the desktop its still loading, you saw the network still loading after 10 seconds later, while debian is totaly able to work with already.
Get a good mobo. Then DDR3 RAM (fast clock speed), then a dual core intel extreme whatever with 4 or 6 cores, then a couple of really fast SSD's, then test the bootup speed! It'll be so much nicer and fast for all OS's. :)

I never compared boot time with each system. What I'd compare is which runs faster. My computer stays on for days at a time so boot time really isn't an issue.
IMO you want fast then use something lighter like LXDE+compiz+emerald. Not only is that faster than Gnome and KDE, but you can create the sort of desktop that still stomps Windows 7 in the looks department.

I use Debian so I don't worry if the reboot takes 30 secs or 60 secs.
As a reboot is only needed 3-4 times per annum, boot time is kind of irrelevant to me.

Debian is faster, but this system is hard in dettings. Ubuntu works after installation, use Ubuntu LTS.

Example try running windows and linux on mac and see what hapends.
Because linux is open source its suport will be better for mac, on the other side booting windows on ma could lead you to use illegal methods.
